The Library was established in 1941. Due to the changes in the boundaries of the district in 1960-1963, part of Dūkštas and Švenčionys districts was attached to Ignalina district. The libraries from these territories have entered into subordination of Ignalina District Library. Presently, Ignalina public library system consists of 1 city and 21 village branches. The reading-rooms for general purposes, foreign languages, reference, and regional studies are operated. The Library collects materials for learning of foreign languages. The readers may use the Internet and subscription databases; visually impaired users may lend audio books and Braille books.
Documents related to Ignalina region and its fellow-countrymen are collected in the Regional Studies reading-room. Since 1978, the Eureka Young Readers Club meets aimed at the promotion of interest of children in books. In 1995, the Riddle Boy’s Room and the puppet theatre were opened in the Children’s Literature Department. The theatre organizes a traditional biennial national festival of library theatres Fairytale Echoes Again. The district’s Lelija Literary Club meets at the Library. The book Aukštaitiškas kalbėjimas į širdis (The Upper Lithuania Speaking to the Hearts) with literary works of 40 authors of Ignalina region was published.
Considering the needs of elderly people and their willingness to communicate and express themselves, the Rudenėlis Club was established in 1999. Emergence of the Let’s Start English Language Club was induced by the need for knowledge of this language while working at the computer and communicating with foreign people as well as by the willingness to visit foreign countries.
